Title: The new integrated early childhood education and care system in Taiwan
Abstract:
Prior to 2012, the ECE (early childhood education) and ECC (early childhood care) fields were two different but overlapping entities in Taiwan. Preschoolers aged 4 to 6 years could enroll in kindergartens with teachers or in daycares with educators. Each entity had different requirements that were governed by different public systems and possessed different teacher training programs. To provide a uniform approach to quality ECEC (early childhood education and care) services, considerable emphasis was placed on integrating ECE and ECC practices. After a 14-year period of debate and discussion, a new law was legislated in 2012. The new integrated early childhood education and care system were finally set up. This speech will focus on several ECEC issues in Taiwan: the evolution and current state of ECEC in Taiwan, the framework of the ECEC curriculum, the integrated curriculum approach and common models, preschool evaluation mechanism, training of preschool educators, future directions, and a few final remarks.
